Runways crack, and repairing them is the most expensive job an airport faces. Federal money pays for much of it, so an airport has to take bids for the work, and a tiny airport still has real problems and a real budget. The person attached to it is often a mayor with an ordinary email address.
A paving contractor that has just lost an airport project wants another airport more than any other buyer. A single airport contract is worth about $1.2 million and a contractor keeps roughly 11–16 cents of every dollar, so one airport is worth $130,000–$195,000 in margin. That is what the introduction is priced against.
