Who serves them

Commercial and janitorial cleaning companies with capacity in that area, insured, and used to bid paperwork.

A public building cannot hire a cleaner informally: it posts the job with a deadline. A federal cleaning contract’s end date is public months ahead. Both are buyers saying, in writing, that they need a cleaning company.

We find the building while it is still deciding, and the cleaning company that already covers its area.
